Help Secure Oregon’s Drinking Water Supplies

Hearing on Safe Waters Act of 2019 (HB 2656)House Committee on Energy and EnvironmentMarch 12, 2019, 1:00pmHearing Room HR DPortlanders are rightly proud of their water supply, which produces some of the cleanest drinking water in the United States. It’s also one of the most protected watersheds in the country. The protections in place for the Bull Run ensure it will remain clean and plentiful, protected from the effects of climate change for generations of Portlanders to come. [...]

Clearcutting, logging roads, and application of chemical herbicides, pesticides, and fertilizers on forestlands degrade clean drinking water sources with sediments, thermal pollution, and other contaminants

These practices also deplete water supplies – long term studies have shown a 50% decline in water from heavily logged watersheds during dry months.

As climate change unfolds, these effects will amplify. The synergistic and cumulative effects of these practices in combination with the anticipated effects of climate change are currently not addressed by water quality standards or any other provision of Oregon law.

February 28, 2017 —Salem, Ore. – Today, Representative Paul Holvey (D-Eugene) introduced HB 3226 to modernize Oregon’s Forest Practices Act (OFPA) in order to reverse decades of catastrophic damages to the State’s waters, fish, wildlife and soils from clearcutting and other industrial logging practices.

In 2001, Federal District Court Judge Michael Hogan threw a monkey wrench into ESA protection for sensitive salmon and steelhead stocks with his decision in Alsea Valley Alliance v. Evans. In the decision, the judge ordered the National Marine Fisheries Service (NMFS) to reconsider its listing of Oregon Coast coho salmon in light of the potential contribution that hatchery fish may make to their status.
